THE SITUATION OF YOUNG SCIENTISTS AT THE FERGANA BRANCH OF TASHKENT MEDICAL ACADEMY

1.Generalities
1.1. The Fergana branch of the Tashkent Medical Academy is a permanent collegial Advisory body at the Fergana branch of the Tashkent Medical Academy of the society of young scientists, aimed at promoting the effective implementation of the creative and scientific potential of young scientists, basic doctoral students, doctoral students and independent applicants, the search for new ways to solve organizational scientific and technical problems, as well as to express the interests of scientific youth in the professional sphere and the solution of important social problems in the field of health.
1.2. The activities of the Society of young scientists are financed by the state budget, state and international grants won on a competitive basis, as well as extrabudgetary funds raised in accordance with the established procedure.
1.3. The society of young scientists is a non-governmental non-profit organization in its legal status and operates on the basis of the Law of the Republic of Uzbekistan “On non-governmental non-profit organizations”, the Constitution of the Republic of Uzbekistan, the orders of the Director of the Fergana branch of TMA, this Regulation and other normative documents.
1.4. The full name of the Society of young scientists:

1.5. Address: 2A Yangi Turon street, Fergana city
1.6. For the purposes of this Regulation, young scientists are understood to be doctoral students, researchers, masters, students, independent applicants and specialists not older than 40 years.
2. Other Subject, goals, and objectives of the young scientist’s Society
2.1. The subject of activity of the Society of young scientists is to promote the development of creative research activities of young scientists of the Fergana branch of TMA, as well as to address issues of improving the interests, working conditions and lives of young scientists, the organization of rational use of free time.
2.2. The main objectives of the young scientist’s Society are::
– Activation of professional development of young scientists of Fergana branch of TMA, Association of their activity in the development of actual scientific problems and the solution of perspective scientific purposes, development of the innovative activity of young scientists;
– assistance in training of scientific personnel, development of medicine, ensuring continuity of scientific schools;
– Assistance in improving the living standards of young scientists and specialists of the Fergana branch of TMA;
– solving social problems in the field of health care;
– Increasing the activity of young scientists in the reform of public health and health care.
2.3. To achieve these goals, the society of young scientists performs the following tasks: :
– Creation of conditions for the implementation of scientific initiatives of young scientists of Fergana branch of TMA;
– organization and implementation of publishing activities of the media (Internet sites, magazines, collections);
– promotion of professional growth of young scientists;
– organization and holding of international scientific and social forums, conferences, seminars and other conferences of young scientists;
– creation of conditions for young scientists to use advanced, national and international experience, achievements, in-depth study of scientific literature;
– organization of relations between research teams of higher educational institutions, the establishment of long-term cooperation;
– comprehensive assistance in organizing meetings with well-known scientists and figures of national and foreign Sciences;
– conducting Competitions for young scientists, assisting in obtaining state scholarships and awards;
3. Other Membership in the society of young scientists of Fergana branch of TMA
3.1. Members of the society of young scientists of the Fergana branch of TMA can be doctoral students, researchers, masters, students, independent scientific applicants and specialists under the age of 40.
3.2.ensuring security Membership in the society of young scientists is voluntary.
3.3. Membership in the society of young scientists of the Fergana branch of TMA is carried out on the basis of a personal statement addressed to the Chairman of the Society “instruction on membership”.
3.4. Membership in the young scientist’s society is terminated in the following cases:
* In accordance with the statement addressed to the Chairman of the Society of young scientists to withdraw from membership on their own;
* In connection with the end of the status of a teacher or specialist of the Fergana branch of TMA, doctoral student, researcher, independent scientific applicant;
* In connection with the age of a member of the society of young scientists up to 40 years.
4. The organizational system of society of young scientists
4.1. The organizational system of the society of young scientists of the Fergana branch of TMA consists of its Central office, Meeting, and General meeting.
4.2. The Central office is formed to address issues related to the activities of the Society of young scientists. In the structure of the Central apparatus consists of a Chairman, 2 Deputy chairmen, representatives of Department on work with the gifted students of the Department on work with the doctoral students of the Department on work with innovative projects, division grants, student scientific society of Department on work with masters of Department on work with independent candidates and the Secretary.
4.3. The meeting consists of members of the Central office and Deputy chairmen of the Company.
4.4.development The General Assembly consists of members of the Assembly and representatives of departments of the society of young scientists.
5. The Central office of the society of young scientists
5.1 The Chairman and Vice-chairmen of the Society of young scientists jointly lead the activities of the Society of young scientists.
5.2. The Chairman of the Society of young scientists is also the Chairman of the society and the Central office.
5.3. The Chairman, his deputies, and representatives of departments are appointed and dismissed by the Director of the Fergana branch of TMA.
5.4. Of the Central office to ensure the activities of the Society of young scientists:
* Prepares and submits questions for consideration at the meeting;
* Resolves organizational and other issues related to the involvement of young scientists for information-analytical and expert work;
* Prepares reports on the activities of the Society of young scientists to the Council of Fergana branch of TMA.
5.5. Decisions of the Central office are made out by the Protocol which is approved by signatures of the Chairman and the Secretary of the society of young scientists.
6. Meeting of the Society of young scientists of Fergana branch of TMA
6.1. The Assembly is the Supreme body that decides all issues within the competence of the society of young scientists.
6.2. The Assembly acts in the form of regular and extraordinary meetings of its members.
6.3. The meeting is convened by the Central office at least once a month to address the main goals and objectives of the Society of young scientists.
6.4. The Executive Secretary organizes the proceedings of the Meeting, in agreement with the Chairman of the Meeting informs the members of the meeting about the upcoming meetings of the Meeting.
6.5. Meeting:
* Adopts the Charter of the Society of young scientists on the proposal of the Central office;
* Decides on the establishment, reorganization and liquidation of the departments of the society of young scientists on the proposal of the Central office;
* Defines and approves the main activities of the Society of young scientists;
* formation of the budget allocation plan for the next financial year determines the directions and priorities;
* Listens and discusses the reports of the departments of the society of young scientists and its individual members;
* Discusses the scientific and organizational problems of young scientists society;
* if necessary, it is authorized to solve other issues related to the activities of the Society of young scientists;
6.6. An extraordinary meeting may be convened on the proposal of representatives of one-third of the members of the Central office and divisions to address the issues on the agenda proposed by them.
6.7. The meeting may be attended by persons invited by the Central office, and to speak on the agenda.
6.8. A meeting shall be deemed competent if it is attended by at least two-thirds of the list of its members. The decision shall be deemed adopted if two-thirds of the participants voted for it.
6.9. The meeting shall not be entitled to take into account members who do not participate in the voting, for health reasons or in connection with their stay in a foreign business trip.
6.10. At the next meeting of the Council, he is obliged to solve the following issues:
* Approval of the annual report on the activities of the young scientist’s Society submitted by the Chairman;
* Approval of the work plan of the Society of young scientists for the next year, presented by the Chairman;
6.11. The next meeting can make decisions on other issues within the competence of the society of young scientists.
6.12. Issues requiring public disclosure shall be resolved at a closed meeting of the Council.
7. Interaction with the Scientific Council of the Fergana branch of the Tashkent Medical Academy
7.1. At the end of the year, the Society of young scientists reports to the scientific Council of the Fergana branch of TMA on its activities and approves the work plan for the next year.
7.2. The work plan and report are approved by the society of young scientists.
7.3. The society of young scientists informs the administration of BGTI about holding scientific conferences and seminars, establishing long-term cooperation with other scientific societies and organizations.
8. The final rules
8.1. The society of young scientists carries out the foreign economic activity within the framework of the current legislation, and can also open Bank accounts in national and foreign currency.
8.2. This provision is considered by the society of young scientists and approved by the Chairman of the Society of young scientists.
