In order to gradually transfer the higher education institutions to self-financing, state order and differentiated payment and contract system will be introduced in the 2019/2020 academic year, Norma reported.
The state order reflects the basic needs of the economy for highly qualified specialists and is determined by the relevant ministries and agencies. Higher educational institutions, based on the available capacity, material and technical basis and professorial-teaching staff, determine the number of persons admitted to the government order and their education fee.
Targeted acceptance options have been approved within the public order for regions with a high demand in health, culture and agriculture. In the 2-week period the same parameters are also approved for public education. For those who have served military service in the Armed Forces and who have a command of the military command, they have a 5 per cent acceptance per day for bachelor day, correspondence and evening education.
The document states:
persons with disabilities have the right to education in one of the forms of daytime, correspondence or evening education on the basis of public acceptance based on an additional 2% state grant, compared to the total number of admissions rates ;
Students enrolled on payment-contractual basis can pay the cost of the contract with a scholarship or scholarship;
the cost of the contract in the form of correspondence and evening education within the parameters of the state order is determined in the amount not exceeding the cost of the contract for the day-to-day training in the direction of the relevant bachelor degree;
Applicants may also take part in the competition for other magistracy specialties besides magistracy specialties on the basis of the related recipients of bachelor’s degree;
rectors of higher education institutions (branch managers) have the right to set the cost of training for foreign citizens in the amount of not less than the amount of basic payment for the citizens of the Republic of Uzbekistan for the relevant bachelor’s and master’s degrees.
Higher Education Institutions may organize training in correspondence and evening education based on differentiated payment and contract based on the needs of ministries, agencies and large business associations. Employees who have at least 5 years of experience on the recommendation of the relevant employers, will be admitted to the bachelor’s course in accordance with the results of the study, provided that they are further 5 years working in the system.
In the 2019/2020 academic year, the State Commission for admissions to educational institutions has the following rights:
introduce amendments and additions to government procurement parameters for the introduction of new bachelor’s programs and specialties of magistracy;
defining the target acceptance rates for sectors and regions appropriate to the bachelor’s and master’s degree programs to meet the needs of industries and regions, including remote and inaccessible areas of the country;
identification of the minimum amount of the minimal contracted payment contract based on the value of basic payment-contract taking into account the prestige and territorial location of higher education institutions in the areas of education and regions of the country;
Approval of the list of ministries, departments and large business associations that are authorized to advise applicants enrolled on the basis of interview results.
In the 2019/2020 academic year, costs associated with the training of undergraduate and graduate students on state scholarships are funded by the State Budget. The amount of differentiated payment-contract is determined independently by the minimum and minimum required by the State Commission, taking into account the potential and location of the higher education institution, as well as the needs of applicants for higher education. According to the applicants who are not recommended for admission to higher education institutions as part of the state order parameters, the results of their admission tests on these contracts are carried out in compliance with the strict sequence of their scores.
Within a month the following shall be developed and submitted to the Cabinet of Ministers:
The list of ministries, departments and large business associations that have the right to study and recommend for admission to the form of correspondence and evening education for citizens with at least 5 years of experience in economic sectors ;
proposals to improve existing scholarship schemes;
(except for the state order parameters) the order of setting additional acceptance parameters.
By January 1, 2020, the only function of identifying and monitoring the labor market demand and supply through the automated collection and processing of the needs of ministries, departments and business associations an integrated information system will be created.
